Exceptions to General Laws:

1.   Khelb is somewhat a seasonal town – the population exceeds a thousand in the summer travel season, but a skeleton garrison of fewer than 100 in the winter.  As such, the town has pretty standard enforcement of laws when things are bustling, but gets lax except for threats to security during the winter.
